Kuala Lumpur, 18 June 2026 — A significant milestone in community development and public welfare was marked with the successful signing of a Strategic Cooperation Agreement between the World Public Welfare Alliance Foundation (WPWAF) and the Malaysia Community Crime Care (MCCC). The collaboration signifies a shared commitment to strengthening crime prevention awareness, community wellbeing, youth development, and social responsibility across Malaysia and the wider ASEAN region.

The signing ceremony was witnessed by Tan Sri Dato' Seri Musa bin Tan Sri Hj Hasan, Malaysia's 8th Inspector-General of Police and President of MCCC, whose presence underscored the importance of fostering stronger cooperation between civil society organizations, community leaders, and public stakeholders in addressing contemporary social challenges.

Representing both parties in the signing was Y.M. Puteri Rosmawini Tengku Dato' Muiz Shah, who also recently assumed the role of Chairman of MCCC Selangor. The partnership marks the beginning of a new chapter of cross-sector collaboration focused on creating safer, more inclusive, and resilient communities through education, outreach, and social welfare initiatives.

A Shared Vision for Community Safety and Social Wellbeing

Under the strategic partnership, WPWAF and MCCC will jointly implement a series of long-term initiatives focusing on:

  • Crime prevention awareness and public safety education;

  • Anti-scam and cybersecurity literacy programmes;

  • Character-building and moral education for youth;

  • Community welfare and humanitarian assistance projects;

  • Support and empowerment programmes for vulnerable groups;

  • Volunteer engagement and civic responsibility development;

  • Cross-border social development initiatives within ASEAN communities.

The collaboration aims to establish sustainable community engagement platforms that empower citizens with practical knowledge, strengthen social cohesion, and promote a culture of shared responsibility in safeguarding public wellbeing.

MCCC: Championing Community-Based Crime Prevention

Malaysia Community Crime Care (MCCC) is a registered Malaysian non-governmental organization dedicated to enhancing public safety awareness and fostering stronger community participation in crime prevention efforts.

For years, MCCC has worked closely with law enforcement agencies, government institutions, educational organizations, businesses, and local communities to develop programmes that address emerging security concerns while encouraging proactive civic engagement.

Guided by the belief that community participation is an essential pillar of public safety, MCCC's mission encompasses:

  • Promoting crime prevention awareness among all segments of society;

  • Advancing anti-fraud and cybersecurity education;

  • Strengthening community safety networks;

  • Encouraging youth leadership and positive values;

  • Supporting vulnerable communities through welfare initiatives;

  • Building collaborative platforms connecting government, corporate, and civil society stakeholders;

  • Contributing to sustainable and harmonious community development.

Expanding Impact Through Education and Community Engagement

MCCC's work is structured around three primary pillars:

Community Safety and Crime Prevention

The organization conducts a wide range of programmes including anti-scam campaigns, cybersecurity awareness initiatives, community safety workshops, school-based safety education, anti-drug awareness programmes, and volunteer community patrol activities.

These initiatives are designed to equip citizens of all ages with the knowledge and awareness necessary to identify risks, prevent crime, and contribute positively to safer neighbourhoods.

Social Welfare and Community Care

Beyond security education, MCCC actively supports underprivileged groups through humanitarian assistance, community outreach programmes, emergency aid initiatives, charitable projects, and volunteer development efforts.

By addressing social vulnerabilities and fostering community solidarity, MCCC seeks to improve quality of life while strengthening the social fabric of local communities.

Public Safety Education and Youth Empowerment

Recognizing that sustainable social change begins with education, MCCC regularly organizes public seminars, leadership programmes, community engagement activities, and corporate social responsibility (CSR) collaborations aimed at nurturing future community leaders and responsible citizens.

Leadership with Experience and Vision

At the helm of MCCC is Tan Sri Musa Hassan, one of Malaysia's most respected figures in public security and law enforcement.

Having served for decades within the Royal Malaysia Police and eventually becoming the country's 8th Inspector-General of Police, Tan Sri Musa Hassan possesses extensive experience in public safety management, crime prevention, and community governance.

Following his retirement from active police service, he has continued dedicating his expertise to community-based crime prevention efforts, public safety advocacy, and civic education initiatives. Through MCCC, he remains actively involved in strengthening grassroots security awareness and promoting safer communities throughout Malaysia.

Strengthening Selangor's Community Network

The strategic partnership coincided with the official launch of MCCC Selangor Chapter, held at Tropicana Golf & Country Resort, Damansara.

The event brought together community leaders, members, and stakeholders committed to advancing community safety and social wellbeing across Selangor.

During the ceremony, Y.M. Puteri Rosmawini Tengku Dato' Muiz Shah was formally appointed as Chairman of MCCC Selangor, taking on the responsibility of leading the organization's state-level initiatives and expanding its outreach programmes throughout the region.

The event also witnessed the presentation of appointment certificates to more than 30 new members, further strengthening MCCC's organizational structure and volunteer network in Selangor.

Adding to the significance of the occasion, Tuan Faizal Ismail, Manager of the Gombak Parliamentary Office, was appointed as Advisor to MCCC Selangor. The appointment reflects growing support for collaborative community development efforts involving government representatives, civil society organizations, and local communities.

The recognition also aligns with the aspirations of YAB Dato' Seri Amirudin Shari, Menteri Besar of Selangor and Member of Parliament for Gombak, in encouraging strategic cooperation that contributes to safer, more inclusive, and harmonious communities.

A New Model for Cross-Sector Collaboration

The strategic alliance between WPWAF and MCCC represents more than a formal partnership; it reflects an emerging model of cooperation that bridges the strengths of international public welfare organizations and local community-based institutions.

By combining WPWAF's global humanitarian network and cross-border public welfare resources with MCCC's local expertise, community engagement capabilities, and public safety experience, both organizations aim to create impactful programmes capable of addressing real social needs at the grassroots level.

The collaboration is expected to support community resilience, strengthen preventive education, promote social inclusion, and encourage greater citizen participation in building safe and caring societies.

Looking Ahead

As societies face increasingly complex challenges ranging from cybercrime and online scams to social inequality and youth vulnerability, collaborative solutions have become more important than ever.

Through this strategic partnership, WPWAF and MCCC reaffirm their commitment to creating meaningful social impact by empowering communities, strengthening public awareness, and fostering a culture of mutual care and shared responsibility.

Together, both organizations aspire to advance the vision of a safer, more compassionate, and sustainable future for Malaysia and the ASEAN region—demonstrating that lasting social progress is achieved when communities, institutions, and individuals work hand in hand for the common good.
